MR Reporting Tree vs Row Definition > Dimension

Have defined Row Definitions with range of Accounts and 2 other segments (Location and Department).  Rows have different ranges.  For Example, Row 1 may be Account 4000:4000, with Location 01:01, and Department 010:010;  Row 2 is Account 4000:4000, Location 01:01, Department 020:020.  The Reporting Tree is setup for Locations and Department.  When Generating Report, MR, prompts for a Reporting Tree Unit. All, essentially ignores the ranged defined in the rows.  I can select a single Department, such as 010, but then that excludes inclusion of values for other departments, such as 020.  Seems the Row Definitions and Reporting Tree Definitions conflict?
