You need give these privileges to the security roles that assigned to users.
Or you can create one new security role with these privileges, then assign this role to users.
Or
--Users must have the View Audit History privilege to see the Audit History of a record.
--Users must have the View Audit Summary privilege to see the Audit Summary view.
--Audit Log Management will not be visible unless View Audit Partitions is active.
