It seems like we cannot use custom oAuth authentication provider for portals. If the custom provider supports OpenId then we can configure it to use in portal using Open ID Connect provider settings. Another option to consider is that now Microsoft officially support Azure AD-B2C, if we can federate through Azure AD-B2C identity provider then portal can support it through OIDC to B2C then downstream to the custom provider.

Yes, I did go through the documentation and as per document oAuth only supports providers like Microsoft Account, Twitter, Facebook, Google, LinkedIn & Yahoo. I didn't find any support for custom oAuth identity providers.
