In this instance i am afraid not, System Admin or Customiser would have this role, My advise would be to create personal views and share them with teams
Hi Debra, Users cannot modify System Views so you can either recreate them as Personal Views and Share them to your Users / Teams, This way you can include the permission to modify.
However please be aware even System Administrators cannot easily share or edit a personal view if they have not been given the appropriate privileges or it has not been share with them.

If you want users to create system views, it means you want to allow users to customize. So you will basically have to copy privileges of system admin ( only privileges under 'customization tab'). Specific security role for System Views is called 'views' and is visible under 'customization tab' of any security role.
