if you are talking about old NAV 2009 Business Notification > in NAV 2013 disappeared.

many vertical solutions on Microsoft addons marketplace (ex: BIS for NAV 2013 R2 is a great tool)

you can also create a customized application and use Jobqueue to schedule alertes & notifications.
