In the PR creating step the unit price and currency is unchangeable, the PR creator is unable to change these two components, but once it is submitted to workflow and it comes to another user for approval, he/she can change these components

So, before approval of PO, this can be changed, however once the PO is approved, at the time ot creating PR, you cant change the amount, if required, you need to reject or edit the PO and then change those.

They mentioned about submission of workflow, I am assuming they submit PO in workflow, we can wait for their requirement.

There are two ways i can think of.
1.After submitting PR, approver clicks the request change, then the creator can change these fields.
2.Change the workflow, add a first approval step with the workflow originator, then the creator can change these fields.
