When creating an SharePoint site in SL, the permissions don't inherit

Any ideas?

In the SL SharePoint site configuration I did try unchecking the inherit Permissions from Parent and saving it. I then switched it back and saved it again with no change in results. Basically the user rights that come over are full rights for the person creating the site. I then have to manually change the security settings. Any ideas on why site is not inheriting? It SharePoint 2010 foundation.
