tagging of case to contact

Scenarios:

Case tag to Contact A, this case status is closed.

Programmatically, I would like to re-tag the case to Contact B, in this case I have to re-open the case before I can re-tag to Contact B.

I do not want to re-open the case, is there a way to do so or by design I have to re-open since Case is closed(inactive).
