I'm an experienced performance tester and my customer would like to validate it's performance in the cloud environment of it's BC application. We would like to verify the performance before going live since there could be times that 1500 concurrent users are working on the application. Generating documents, importing timesheets, changes to resources, etc.
What are best practices for performance testing BC? Could traditional HTTP tools do the job or should I work with other techniques?

I assume you are a Microsoft partner. So before you go live with an installation of this size you can also seek advisory with Microsoft to be advised of any specific percussion you should take for this specific customer.
If you just run the performance tool on a Sandbox you will probably not get a production like result because with a large production tenant Microsoft will scale that tenant differently than what will be the case with a production tenant.
