Could try opening workflow using a browser on your cloud hosted VM ?
Just use the chrome browser after adding ClickOnce for Google Chrome Addon from the Chrome store.

Click Start, click Run, type cmd, and then click OK.
Type the following command, and then press Enter: rundll32 dfshim CleanOnlineAppCache

There is another option in the Edge browser to enable embedded ClickOnce support. You can enable an experimental feature by opening the next link in your Edge browser: edge://flags/#edge-click-once
