We have production instance in the North America region, some users in US and India from our organization are facing performance issue.
When we run the diagnostic tool, the latency is 400ms - 500ms. Can anyone help on this.

There are many reasons for poor performance, like latency, network connectivity, Form customizations, implementation issues, even scale group issues in infrastructure, etc
You can find the bottlenecks, issues with network & solve it. Once issue is isolated out of your boundary - create a ticket with MS support to assist you.
If needed MS can move your organization out of current scale group & help you with troubleshooting.
