I am trying to access the external URL using ajax. The code works fine in Chrome but it is not working in IE. Can anyone help of this?

You probably need more information to find out what the actual problem is. Try downloading and using something like Fiddler for Web Debugging: http://www.telerik.com/fiddler
this should help you get more information and full error logs for when you make the Ajax call in IE.

I see no point to configure every single user's desktop and browser. You should resolve your cross-domain call issue in more efficient way:
You have many ways of doing that and the easiest way is usage of actions to move your calls of external endpoint from clientside to serverside. Check this article - salimadamoncrm.com/.../crm-2013-actions-to-get-around-javascript-cross-domain-challenges
