Bulk import data without excel and dataflow options

Hello dear friends,
 
I have requirement to automate bulk import of data and it requires validations of business rules before they can be imported.
 
I can call the Rest API to ingest the data but its going over service protection limit.
 
What other options I have available for this kind of scenario?

    You can upload excel file on SharePoint and then run power automated flow to create the data.

    What rest api have you used? And how much rows you are importing at a time ?
