Bulk import data without excel and dataflow options

Hello dear friends,
 
I have requirement to automate bulk import of data and it requires validations of business rules before they can be imported.
 
I can call the Rest API to ingest the data but its going over service protection limit.
 
What other options I have available for this kind of scenario?
