Hi - resetting the portal will remove Azure Web App associated with your portal, but not any of the data in your Dynamics instance. I've got a blog post on Restarting vs Resetting:

If you want a truly clean slate, I'd spin up a new D365 instance, and point your portal at that new instance. Or you can try uninstalling the Portal solutions, as once they are gone, so will be all of the data associated with your portal.

Yes, resetting the portal should help a bit. Go to the applications tab, then Manage, Portal Actions, Reset Portal.
