CRM 2011 Plug in profile not being created when debugging custom workflow

I am trying to debug a custom workflow using the plugin registration tool. I'm following the steps here: https://community.dynamics.com/crm/b/microsoftdynamicscrmandstuff/archive/2013/03/08/debugging-workflow-custom-activities-with-plugin-registration-tool

However, when I trigger the workflow, I am not getting any plug-in profile created under Extensions -> Plug-in Profiles, so I cannot get any further in the process. How can I resolve this issue?
