GP 10 install failing on Win 7 32-bit

Clean new Windows 7 32-bit Enterprise PC
I tried installing GP 10.0 using the GP10 Feature Pack 1 DVD with Service Pack 5 and see the error, listed below.
 
All the components install except for "Microsoft Application Error Reporting 11.0" with the error
   "Initialization failed. Review the log file for more details..."

I traced it to DW20.exe which gets "Windows cannot access the specified Device, Path, or file. You
may not have the appropriate permissions to access this item". It is not blocked, I am logged in
as an admin, and I even run under "Run as administrator". No luck, same error

    Disabling the FortiClient Realtime AV Protection fixed the issue for me.
