Remaining Qty on PR BOM is a large multiple of Estimated Qty; unable to end PR

We are on AX 2012 R2 CU9.  We will randomly come across production orders for which we are unable to end due to the following error, which referenced item # 10448 on the BOM:

"The quantity cannot be reduced. The number of inventory transactions on order is too low because the quantity or part of it is referenced by an output order or a production order or is marked against other transactions."

When the BOM quantities are reviewed, the Remaining Quantity is several times greater than the estimated quantities.  In this case, 14.667 times greater for every item:

There are no inventory reservations, markings, or output orders associated with this PR.  Suggestions?

    I would start by looking into:

    1.) If your BOM unit is different than your Inventory unit of measure for item 10448, and their is some precision issue with rounding from the estimation process.  I'd also check for possible duplicate / inconsistent paths through unit conversions (standard, inter, intra).

    2.) If you have multiple open picking list journals for this line some how.  Those can be created multiple ways.  

    What does the Inventory Mgmt -> Inquiries -> Transactions -> Inventory Transactions screen look like for the Lot ID of this BOM line?
