I would like to post a question related to create a journals from web application payroll data.
Can any one suggest me that what is the process to pull the payroll data from web application to d365 and create a journal in d365.

A process you could look at would be using Power Automate or Azure Logic apps. Various connectors already exist and you will have a level of licensing already from the BC license or your O365. If you want to control pulling data from the payroll service into BC then you can probably do a "recurring cloud flow". This would run on a scheduled basis that you determine. Once decided you can add the required connections - providing smart HCM has a RESTful API endpoint to work with. Given it is web based I suspect it will do. Use the HTTP connector in Power Automate/Azure Logic Apps to query the data - you will be able to pass filters. I would work with your provider to understand more on that. Once you have that part working you can use the BC connector to pass the data in as journal lines. Built in BC connector has a journallines table:
Once the BC part is dealt with you can even add steps around notifying users via Teams or adding a feature to automatically post the journal or send it for approval to be posted.
