is there any customization in your System Role?

AOT > Menu Items > Action > SysFavoritesCreateDefaultFavGroup > Right click > Add-Ins > Security tools > View related security objects.

There you should see the SystemUser role listed with Full control, being part of the above mentioned ClientEssentials security and SysServerAXBasicMaintain duty.

If you customized any of them, or your AOT is not compiled correctly, that could be the reason why you get the error message.

If you have the system administrator role assigned, it is not related to security, but something else. Can you tell exactly which version of AX you are using and which menu item you tried to open? Is this a standard feature or customized?

As per above, please verify your customizations around security roles involved. As suggested, you could use the Security development tool on the menu item for which you would like to see what security roles/duties/privileges belong to that entry.

Enable the License configuration settings associated with the menu items you are missing, because if you are admin, it is probably turned off.
