Tried to click link to download but could not. Is anyone else having trouble?

Please specify the version of AX. You've chosen "Don't know", but I would think you know which version of AX you want to download.
Also, please explain the problem. What's the link and what error are you getting?

Download does not download automatically, and cannot manually start.

Do you actually have installed the required activeX control and allowed for pop up windows? You haven't mentioned if you met there requirements.
If you did install it and it worked before, you can actually try to reset browser caches and de-install the activeX control (download manager). When you click the link it then should ask to install the activeX component again.
I had the same issue with any downloads using Microsoft File Transfer Manager.
Finally I found out, I had to set the compatibility mode in Internet Explorer to 10 and the download started immediately.
You can do this by hitting F12 and changing Document mode on the Emulation tab to 10.
