D365FO Licensing for Partner

Hi all,

Microsoft states in their licensing guide that at least 20 users are required for D365FO. For a partner who needs an "implementation project" in LCS, does the same rule apply? Or, when we are a partner then we already paid the license and it's good to go? I can't find much information out there related to partners. Can someone help me? Thanks.
