Implementing a portal with a login page

Hello, I am looking for guidance on implementing a portal with a login page for the user if the user already has one, or else create a sign-up page for the user, after logging in, the user has a button to download a pdf file. We are also looking for a way to create an interactive dashboard.

Portal？

You can build one site(portal) in the Power pages easily.

Dynamics 365 templates are available for it, then you can get sign-up page/register page directly:
