Rule Item for CRM 2015 onpremise for contact entity

With what update/version of CRM 2015 on-premise, rule item is available for non case entities. We have CRM 2015 (7.0.2.115) onpremise.

Please let us know which service pack do we need to update , for creating/updating the record through the incoming email message?

Also, whether server synchronization is enough for sending and receiving the email or do we need email router or outlook client.
