I can't seem to find any official guidelines, however are all of the following CRM 2013 builds supported for importing a CRM 2011 Organisational database?
| CRM 2011 (CU14) | --> CRM 2013 RTM |
| CRM 2011 (CU14) | --> CRM 2013 with Rollup 1, 2 or 3 |
| CRM 2011 (CU14) | --> CRM 2013 SP1 |
| CRM 2011 (CU14) | --> CRM 2013 SP1 (with update 1 or 2) |

Just FYI:
In a recent upgrade from CRM 2011 to CRM 2015, I initially tried to import a CRM 2011 (CU14) database into CRM 2013 with SP1, when that failed to complete successfully, I tried importing into CRM 2013 SP1 (with Update1) this also failed.
In the end I had to use the following upgrade path. CRM 2011 (CU14) --> CRM 2013 RTM --> CRM 2013 SP1 --> CRM 2015
this was a little disappointing since the official guide recommends bringing CRM 2011 database directly into a CRM 2013 SP1 deployment during the migration to CRM 2015.

Anyway if anyone else is having issues, try upgrading to CRM 2013 RTM first, then applying 2013 SP1.
Only Microsoft Dynamics CRM 2011 Update Rollup 6 (version 05.00.9690.1992) or Microsoft Dynamics CRM 2011 Update Rollup 14 or later update rollup versions can be upgraded to Microsoft Dynamics CRM 2013.
