Pop3 email route configuration failure

Good day

I am configuring email router on exchange server mind you that the exchange is not office 365 but a separate mail.

The outgoing email profile succeeds under smpt while the incoming profile fails under pop3.i can ping and telnet to that exchange server profile from within the installed email router server  and it succeeds.the error on router txt says cannot open mail@oncoming.com because the sever refused xx09.the error from event viewer says unable to open email at mai@oncoming.com because the server actively refused ip:port, similar to diagnostic tool,i have tried adding an inbound rule on firewall to allow the ip address and ports of exchange server on the email router server but to no success.my assumption is definitely a firewall issue that is blocking me but how do i proof beyond doubt that a firewall is an issue.i mean this errors are vegue not to the us why the connection is actively refused.

Any assistance wil be great appreciated.

    Good day,

    The only option that worked for me was letting creating a similar account that is in Exchange server in AD and then using email router to connect to outlook 2010 instead of exchange server.I have a forwarding rule enabled in  AD that forwards emails from exchange to outlook,I then pick this emails up from outlook.

    From what I gathered the exchange mail server uses IMAP and does not support pop3 while outllook is supportive of that,now this is working
