I have tested according to this document, and this code is wrong, and this post has no correct answer in the end
This is error detail.

I am so sorry about that i can't open this website in china.
Just try to use normal export to excel code in AX 2009. Type in the Google search and you will get desired results for exporting to excel via code. Just follow that and see if it works instead of exporting to CSV file as mentioned in the above thread.
I know how to export CSV files, but how to get the corresponding data of users and permissions?
I have exported EXCEL following the first link, but it is clear that the data is not what I want
As per the above thread they are using AccessRightsList Table to get user permission under system documentation.
