I suppose that if the entity exists it is principal (employee).

Not a simple answer right now Abel, things are moving in this area and there should be a better answer in the coming months. For now, if the data you want to create an alert for is in the CDS, you should be able to set something up using Flow. Not all the Talent entities are in CDS however so you will find yourself a little limited.
