We migrated our ERP environment from Dynamics AX 2012 to Dynamics 365 FO.However, we are facing some issues in setup the Management Reporter in D365 and migrating the old reports from AX2012 to the new D365FO.For example, we are getting the following error when at the time of generating the report:You do not have permission to perform this action. Work with your administrator to verify your user permissions within Financial Report Designer. (4425DA7B-BD49-4CF3-981F-0B8276BC72FC)And when we try to create a new report we are getting the following error:The connection attempt failed. The user does not have appropriate permissions to connect to the server. Contact your system administrator.Even though that we are using the 'System administrator' user and the role 'Security administrator' is assigned to him. I tried to query Reporting.SecurityUser table in MR database but is only showing one record even after assigning 'Accountant', 'CFO' and 'CEO' roles to many users.

How have you migrated the old reports?
If you create a new report from scratch do you get the same error message?

Hi Ludwig, I am getting this error while running the default MR reports. The designer is not opening also hence could not migrate/import the old reports.

The default reports do not need to be migrated.
You can just select tools-import default reports.
Have you tried doing that?

Let's say you quickly create a simple report and run it.

Creating a report require you to open 'Report Designer' but that is also not opening and giving following error:
The connection attempt failed. The user does not have appropriate permissions to connect to the server. Contact your system administrator.
BTW, this error is also mentioned in my first message.
In this case, try to get into contact with your system admins. If they don't know how to fix/proceed then open a support case with the MS support team. That seems to be the fastest way to move forward here.
