I assume the procedure exists but the user does not have access to it?

Hope you are doing this action using 'sa' login. If not, the named GP user should have 'sysadmin' role assigned in SQL Server.

What is the name of your system database? You may get this error if the system database name is not DYNAMICS. Not sure.

    Thanks,

    Anvar

We just installed Professional Services Tools Library in Dynamics GP and have the same issue.
