Is it possible to give someone access to MR to print/view, but not be able to make any changes to the format, i.e. modify rows, columns etc..?
If it is possible, how is it done?

The MR Viewer and the Viewer Security will prevent changes to formats but it also prevents a user from selecting an alternate row/column/tree building block in MR designer.
The Generator role allows opening MR designer and selecting reports but still not choosing alternate row/column/trees.
the Designer Role will allow a user to select alternate building blocks but you should definitely apply passwords to the building blocks or reports.
To keep selected users at Viewer Role then your Designers should save reports that may have alternate formats with those formats and name appropriately.

Thank you....we have recently started using MR, it is not being accessed via the option in GP..i.e.Financial>Reports>MR.
From the MR user guide there isn't any other option.
My next question would be how to configure the MR access via GP?

Management Reporter has four security roles that can be assigned to users:
Administrator
Designer
Generator
Viewer
A Viewer user can view and export/print reports, but cannot use Report Designer to make any changes.
For more detailed information on this security role, and all others, view the Management Reporter help file topic "Set up and manage users and groups" (found on the Contents tab under Management Reporter for Microsoft Dynamics ERP | Administrators | Set up and manage users and groups) in the Management Reporter help file. Yes, the new user up as a Viewer. This will the user access to view the report and print. It will allow the user to export the report as well.
