Released Products - Alternate Item "Nothing on Inventory"

Anyone know how I can get a sales order to use the alternate product when its set to nothing on inventory, based on the customers default site/warehouse inventory levels only?
 
For example 
 
Site A warehouse A has inventory 
Site C Warehouse C has none.
 
If a customer orders product X123 and their default site / warehouse is C then I expect the alternate to be proposed Z123. This is not the case instead the system attempts to reserve inventory and essentially triggering a new demand and a new purchase order

    Hi Charles,
    As of myknowledge, you can get alternate stock from the same site but a different warehouse by changing the pick-up warehouse during the pickup process.
    If you want to get an alternate from a different site then you have to change the site and WH on salesorder itself.
     
    I request that anyone who knows the way to get an alternate from a different site, please let me know for my understanding.
