Would there be a way to set the reordering policy (along with minimum and maximums) for multiple items at a time? Possibly by item category code or product group code or by vendor?

You need to write a simple processing report to update and validate the fields, or use a dataport to import the data.
Like Suresh has said, this is not available out of the box, but is a very simple process to create.
Hi Edward, there're no standard way for that. You should create a processing report (as mentioned Suresh) or edit the table with development client. You can also try exporting to Excel, modify and paste.
