In NAV you have Non-Stock Items that you can convert to Inventory Items. To setup a Vendor Catalog (Vendor Items), go to a Vendor List, and navigate off the action bar to Purchases/items. You will see the Vendor Item Catalog. Pricing drives the pricing and price breaks.
Non-Stock Items has an Action to convert a Non-Stock to Inventory Item.

May I know where is this "Vendor Item Feature" that you mentioned? I don't see it in Navision 2018.

Can you elaborate what is a Catalog item and what is a real Inventory item?

Use it with Item Vendor not alone as Catalogue, it will create confusion :)

I refer to Catalog Items, in NAV 2018, as Item Vendor Catalog. If you were in Business Central there is a new functionality/feature for Catalog Items, which appears as the Vendor Item Catalog and allows you to convert a Catalog Item to a real Inventory Item. You can think about Non-Stock Items in NAV but if you are trying to maintain a Vendor Item list, use the Vendor Item feature.
