Open CRM installation log file that is somewhere like C:\Users\User\AppData\Roaming\Microsoft\MSCRM\Logs\
move to the end of the file, you will see the URLs that the installation is trying to download prerequisites, copy URLs one by one and paste in your browser to download them.
After that run setup again. You won't see the error anymore.

Please try to install SQL Native Client 2008.
This is a solution referred from: installation - How to install CRM 2016 Required Components without internet access - Stack Overflow.
You can also try the solution in the following issue, which needs to create a folder named as SQLNativeClient and copy the files into it.
