Why does Microsoft use hashtags when adding tracking codes to marketing URLs? Please see example listed below.
Is this expected behavior? Is there a setting within the Marketing app that we can change to change the hashtag to a question mark?

We have observed that the marketing URLs stopped using question marks and started employing hash marks at some point after May 2021. This can be observed in our analytics data from earlier this year:
Note that the green circled URLs use a question mark instead of a hash mark.

This is expected behavior, hashtag is used to mark the location of the document, you can refer to the description in Wikipedia:
https://en.wikipedia.org/wiki/URI_fragment
The fragment identifier introduced by a hash mark # is the optional last part of a URL for a document. It is typically used to identify a portion of that document.
The question mark is usually used to transfer parameters, in your example you don't need to change it to a question mark.
