BOM lines to different staging locations

In a bit of a bind as far as what to do next. What I am trying to accomplish is when a production order for a specific item is released, I need some part numbers to go straight to a staging location while others need to have an action associated with them (pick) and then go to that staging location. For example, let's say a BOM has 10 items. 8 of those need to go to a staging location (Stage) while the remaining two need to physically be picked. Then can be put in Stage and once completed, then the item inventory will be consumed. I currently have the operations rules set as:
 
1. Pick
2. Print
3. Put - in Stage
 
When a production order is released, is there a way to get the 8 items to not print and go straight to Put while the remaining two still complete the first two actions?

    What might be an option is to use product filter codes, additional work template with a directive code and a location directive with a directive code.  
     
    1. An item with a product filter code 'stage'.
     
     
    2. A work template for work order type 'Raw material picking' with a directive code 'Stage' and a query 'for product filter code 'Stage'.
     
     
     
    3. A location directive for work order type 'Raw material picking' with a directive code.
