Business Rule Scope not updating with solution import

Hi,

It seems that along with BR state (activated/deactivated) that changes to BR scope are not applied when these changes are included in a managed solution.  Is this right? Has anyone had the same experience?

I re-scoped several business rules from Entity to a specific form, and after import the scope remained unchanged (Entity).

cheers,

Steve.

    Hi,

Have you tried increasing the version number of yoru solution while exporting?

Also, you need to select overwrite customization while importing the solution to your target instance.

Check if there is any unmanaged layer in your target instance.

Please mark my answer verified if this is helpful!

I'm having this same issue. I did try increasing the solution version number and overwrite customizations, but I still cannot get an active business rule to deactivate with a managed solution in a higher environment. It stays active. There are no unmanaged solution layers as this is a new deployment. Do solutions control the status of business rules?

Hi Steve Wigney & Ashley Steiner,

Please raise it to Microsoft for quick assistance. Create a support ticket from the Power Platform Admin Centre.

If I answer your question then please mark it as verified.

Let me know if I can provide you with more details.

    Thanks

I reached out to Microsoft support and received the following recommendation:

    1. Ensure the managed solution is correctly exported from the development environment.
    2. Deactivate the business rule before exporting the solution.
    3. Import the managed solution into the QA environment.
    4. After importing, check if the business rule remains deactivated in QA. If it is, activate it and verify the scope.

Following these steps—deactivating the business rule in the lower environment before moving the solution—resolved the issue for me, and the scope was successfully updated in the upper environments.

I’ve had this before and as per Bipins response I always set overwrite when importing the Solution and even run the import twice on some occasions.
