Personalize page having to open twice to personalize

I have a custom list on a custom page which users want to be able to personalize but they can't for some unknown reason. What happens is bizarre.

I am testing it and when I click Settings > Personalize it goes into the Personalization mode but there are no red arrow indicators next to the fields and I cannot drag and drop either.

If I then click done and then reopen the Personalization mode then this time the red arrow indicators appear and I can drag and drop.

When I then click Done and hover over any of the fields there is another arrow indicator, this time in dark gray and when I click I get options:

Set freeze pane

Move

Remove

Exclude from quick entry

but none of those were available when I first opened the list, only since I did the personalized twice to get it to open in personalization mode.

If no one has seen this or knows what is happening then would anyone know where in the base app I could begin to debug as not easy to figure out where to put a breakpoint so that I can see what parameters are being passed to the editor differently the second time from the first time I personalize.

    Figured it out in the end and probably a bug.

    If you add an action to a list view and set Visible to false. Then you promote it via an action ref and add that to category_new then when you open it and try to personalise you cannot personalize it. If you add the action ref to another category or a new one of your own then it works fine.
