How do bigger businesses with internal IT/Dev teams handle Microsoft Dynamics NAV development?

How do bigger businesses with internal IT/Dev teams handle Microsoft Dynamics NAV development? Most NAV development is done through Microsoft partners, but what if the business has the capability to do it in house, how do they do it? I am primarily asking because businesses are generally limited by what they can do/edit in the system with the Starter package and even if they purchase more add-ons, they can't necessarily do C/AL code everywhere or change all objects. What are, then, the options for such businesses with in-house staff?

Not sure if I understood your question well. Do you mean that you are in a company that has NAV as the ERP and you want to develop it by yourself and not from a partner?

To develop NAV you need a developer license. As  customer, you can acquire the developer granules and with that you can do development.

You can buy developer license that enables you to customize most of objects.

Some companies prefer to do in house only for reporting. They can do this by using third party tools, such as SSRS, Qlik, etc.

No, just asking how bigger business handle this. If I have a 20-staff developers, am I always just giving the partner to do anything NAV dev related?

Big worldwide companies sometime prefer to have developer license, especially if they have a lot of requirement, to cut cost.

There are certain things you could do without developer license, such as modifying report or adding fields.

I would suggest to do reporting and small development in-house.

If you need to change logic, better ask partner because partner normally knows the best practice / way to do it.
