Whenever I create a task within a project, it is defaulting that the task begin at 4:00 AM. In this test environment I have my resources availability set from 8:00 AM to 5:00 PM, so it's not letting me book the resource fully.
I'm guessing that I need to change the time of the task/ project, but I'm not seeing anywhere on how to do that. Any suggestions?

Have you ever tried to drag the task duration bar?
In addition , what about Quick Create project task? This task Start date must be changeable. The following screenshot is for you reference.
