Hello,
is there possibility to deploy ssrs reports in higher tier environments manually if the Deploy reports step in pipeline is disabled?
For example, tier 4 environment, where we do not have a RDP connection.

What exactly do you mean with "deploy reports step in pipeline"? When you install a deployable package, on tier 2, 3, 4 and 5 environments, it will deploy the reports as part of the installation steps. There is no manual option provided and it should not be required to have it run manually.

The answer is NO.
You should deploy your report before creating a deployable package (either via the pipeline, Visual studio, or using powershell). Once this is done, your package, while being applied on the higher tiers environment will auto deploy the reports just as mentioned by André.
