Did this 'Campaign' feature ever get released?
Well, for now we have it (and related connected objects) in private preview only. And it will remain so for a while, until we gather enough feedback, we really want to do this right before releasing it :)

Any hint as to when this new object is plan to be introduced?
From my point of view, it's still very valid to use campaign, especilly as a Customer Journey cannot be modified when it has been launched.
A CJ cannot replace a campaign (at least for the moment).
For ex, what we do on our side:
- We create Marketing forms, leads, marketing pages, etc... and we associate them to a campaign.
- We look at the campaign to have an overview of the lead generated from the froms
- We add manual activities like Linkedin paid ads, etc... to have an overview of the cost of the campaign.

You can achieve the same type of functionality by setting up a long-running, complex campaign. Below is a sample of the beginning of one - but enough to give you an idea. Say you are a realtor, you setup this campaign for prospective home buyers.
Anyway, you can continue out these activities based on your business process within the journey.

In Dynamics 365 for Marketing you have Segments. There are three types of segments in Dynamics 365 for Marketing:
Dynamic Segment: As the name implies, a dynamic segment is a group of contacts built from a defined expression or query. (es: Contact where Country is US)
Static Segment: If contacts cannot be logically grouped using a query, then a static segment can also be used. Contacts can be selectively added to a static segment on a per-contact basis. Static segments are usually based on Marketing Lists so contacts can opt-in or opt-out of static segments by using a Subscription Center. These features are described later in this module.
Compound Segment: This type of segment combines the virtues of both dynamic and static segments. Contacts can be added using an expression or query, or they can be selectively added.
Once you have created your Segment, you can use it on Customer Journeys and Marketing Emails.
