I need to set up the position hierarchy as such : one position can report to more than one position. For instance, a manager need to report to the company's president as well as the global resource manager. Is that possible ? If not, would there be an impact on approvals such as benefits and holidays ?

Per position, you can setup only one position for the report to. This will be used for the position hierarchy. You can create multiple hierarchies with different report to. E.g. a alternative hierarchy for approvals. You can manage these additional hierarchies via the Positions on the Relationships tab page.
