Hi,
Does Business central provide a standard function\Setup to make any standard field mandatory without development?
while creating vendor payment applies to doc type\No to be mandatory fields.
There is no such standard feature to make Applies to doc type and no to be mandatory in business central. You have to go for customization.
You can use TestField method. Refer the link for more information.

Unfortunately, Business Central needs development to make fields mandatory.

Making the Apply to doc.no mandatory is not such a good idea in my eyes.
I am pretty sure your accountants at some point will have to handle payments they can not apply directly.
So that kind of customization should really be avoided.
No there is no such feature available in standard system.
But if you study Sales & Receivables Setup, Purchases & Payables Setup you will find two or three fields for managing mandatory feature.
