I had the same issue when I tried to download NAV 2017 and eLearning/course materials , I followed these instructions (link below) and read many forum's posts but it still doesn't work.

But I was still having problem until I added this URL to Trusted Site (IE11-Tools, Options, Security tab)
I'm having the same issue downloading GP 2016 and 2015 R2.

I had this same issue after never having an issue with downloads. I was provided this fix from the Feedback group. And it worked!
This sounds like an issue with file-exchange files.
If your FTM window is not launching, please follow the steps given below:
1) Open one of the file-exchanged links (like this one: MDGP2015_R2_DVD_ENUS.zip> https://mbs2.microsoft.com/fileexchange/?fileID=0466f51b-6a67-4021-bfef-6b57b0c345c8) in Internet Explorer (IE).
2) Now right click on IE and select - 'Inspect Element'
3) Developer Toolbar will open, here click on 'Emulation' and change 'Document mode' to 10 or 9. Click 'yes' to allow the file transfer manager to work, and Microsoft File Transfer Manager will pop-up to help you download the file. Please refer to attached emulation.png screenshot for visual reference.

May be the below steps will helps you to solve the problems.
1. Change the Internet Explorer Compatibility Mode(Press F12).
2. Clear all the browsing history and cookies.
3. Reinstall the Microsoft File Transfer Manager.

I log into PartnerSource thousands of times each year. Today was the first time I have seen this. The download page come up blank.
You did log into Customer Source, right? You need to log in before you can download it. It 'should' ask you to log in, mine did, but if not, that might be why you are getting the blank screen. If it didn't, log into Customer Source first, then try clicking the link while you are still logged in another window.
Are you trying to do this ON the server? Most Windows Server installations have strict website restrictions with Active X and downloading. You can either change the settings or download it on another PC then network drive it over to the server.

That is the one. All I get is a blank download screen. It only works on my old XP computer.
The one in here worked for me just now:
mbs.microsoft.com/.../MDGP2010_PreviousPatches.pdf
