Dynamics CRM 2015 report url encoding is wrong

I've created a custom report for Dynamics CRM 2015, it gets processed by SSRS and contains links to local network folders in Cyrillic, which look like this:

\\Sc\sc-root\Маркетинг\Маркетинг_обменная

These links when pasted to Windows Explorer window open target folder.

However, when the report is rendered, I end up with URLs in (probably) ISO-8859-1, and they look like this:

file://sc/sc-root/ÐÐ°ÑÐºÐµÑÐ¸Ð½Ð³/ÐÐ°ÑÐºÐµÑÐ¸Ð½Ð³_Ð¾Ð±Ð¼ÐµÐ½Ð½Ð°Ñ

 
These links do not work. How do I fix that? I've tried using adding a System.Web report reference and use function HttpUtility.UrlEncode against the field value, but with no success: report is not uploaded to the system, an error is thrown.

As for me the obvoius answer is renaming of local network folders using only latin alphabet.
