Error 5321 object or provider is not capable of performing requested operation

i am running HQ client on one og my stores that is still using win XP , i get error 325 in the HQ client and the store does not send data to the headquarters . i tried to reindex and checked the coallation and still getting the same error . i thought it might have to do with the regional settings , so i changed the regional language from arabic to english but the client did not start and got error 5 , so i reverted back to arabic . Anybody have any idea where could the problem be ?
