Indiana Counties on Magnetic W2

I have a customer that is trying to file their State W2's with Indiana.  They tell me that the County Taxes aren't being reported in the electronic W2.  I'm not that familiar with Indiana's electronic filing rules.  Do they require the county tax information be included in the state electronic filing?  And if so, does SL support that?

    After doing some research, we purchased a small program called MagFiler.  (magfiler.spokanecomputer.com)  It takes a basic data dump and creates the mag media file.  I have not yet used it, but it came well recommended from a sister-company of ours.  Purchase price was less than $400.00 and is a new purchase each year.

    We also looked at Greenshades software.  (www.greenshades.com)  I really liked the look of it.  It touted direct integration with Dynamics SL and did way more than just the Indiana W-2 electronic reporting – SUTA, new hire, 401(k), 940, 941, etc.  I would have liked to go with that, but we are contemplating several changes to our HR around here including possible changes to our Payroll and so I could not convince my boss to spend $1,700.00 on some software that we might not be able to use next year.

    As per Microsoft Dynamics CustomerSource Knowledge Base Article ID # 847750 - "Currently, Local Tax information cannot be included in the Magnetic Media File...".

    I've received a notice from Indiana that we are now required to file our W-2's electronically - "Indiana law (IC 6-3-4-16.5) now requires that all businesses that file more than 25 W-2 statements per calendar year to file their WH-3 returns and W-2s electronically."  I've gone thru their layout requirements, and the RS record (State record) does require the employee's county code, county taxable wages, and county tax withheld (positions 307-308, 309-319, and 320-330 respectively).

    Although the W-2 magnetic media file generated by Dynamics SL does include some state information - if the check box for Include State Records is checked on the Generate W2 Electronic File process screen - it unfortunately is not in the approved layout for the Indiana Department of Revenue.  The Employer TID and Location codes are in the wrong positions in the RS record, a period indicator is included that is not required, and the county tax information is missing.

    Does anyone have a third party product that will do the W-2 electronic file in Indiana's required layout?
