RE: Sharing of PDF files within D365

If you don't want to upload these files in sharepoint, then I would recommend you to create a custom entity in D365 and upload these files as attachments to the note of the entity records.
Check its 'Note (includes attachments)'.

You could create fields in the new entity to describe the training material.
Add this entity to the sitemap.
Create new records for this entity, each record representing single or a series of training materials. Once created, click on the ‘Add an attachment’ symbol of Timeline.



The file is uploaded successfully.
You can also set users to only have read access to this entity so that users cannot create and edit them.

Finally, you need to pay attention to the files storage of your D365 organization.
