"Record is Unavailable" when trying to enable language

Current language is swedish and I want to enable english but when I am trying to enable the new language it loads for a couple of minutes and then greets me with "Record is Unavailable" error message. I have both System administrator and System Customizer roles.

This is from the logfile:

    Thanks, yeah its online and im afraid I will have to do that. Hopefully they will have an solution.

    If you're online I'm afraid the only option for you is to get in touch with Microsoft and open support ticket.

    If you're onprem you can turn on tracing, restart iis and repeat an error, then check logs. support.microsoft.com/.../how-to-enable-tracing-in-microsoft-dynamics-crm
